MPAD 6131 - Public Budgeting and Finance An introduction to the basics of public finance and an examination of the theory and development of public budgeting, the budget processes, the budget cycle, budget reforms, capital budgets, revenue sources, taxation policies and processes, intergovernmental fiscal relations and governmental accounting practices, debt management and cash management in public organizations.
